National Police Order Traffic Officers Nationwide to Warn Before Ticketing Until March Repeat Offenders to Be Fined Immediately

The Royal Thai Police have instructed traffic officers nationwide to "warn before fining" until March, recording offenders' histories through the PTM system; repeat violations will result in immediate ticketing.

On 28 January 2026, Pol. Lt. Gen. Somprasong Yenthuam, Assistant Commissioner of the Royal Thai Police, directed the Metropolitan Police Commander, Provincial Police Commanders 1-9, Central Investigation Commanders, and Police Strategy Office Commanders to implement the Royal Thai Police administration policy under Police Chief Pol. Gen. Kittirat Phanpetch's "6 Acceleration" initiative. Item 5 focuses on strict enforcement and strengthening traffic discipline. Following the Police Chief's orders at the Royal Thai Police management meeting, traffic officers are to issue tickets through the Police Ticket Management (PTM) system to ensure transparency in duty performance. This is in line with the Land Traffic Act B.E. 2522 (1979) and its amendments, Section 140, which authorize traffic officers to warn or fine traffic law violators.




Therefore, to effectively advance the Royal Thai Police's policy on road accident prevention and traffic law enforcement regarding warning citizens before issuing tickets for any offenses traffic officers have authority to fine, and to record these warnings in the PTM system, all units are instructed to educate traffic officers about the proper use of the PTM ticketing system. They must first issue warnings before ticketing from January through March 2026. If a repeat offense is detected, officers will proceed to issue tickets and enforce the law as usual.




Additionally, the Traffic Police Image Building Task Force and the Information Division have been assigned to accelerate public awareness campaigns about promoting discipline and respect for traffic laws to increase understanding and reduce traffic violations.




Pol. Lt. Gen. Nithithorn Jintakarnon, Education Commander and head of the Traffic Police Image Building Task Force, has requested public cooperation with this measure to help maintain traffic discipline, jointly reduce accidents, and sustainably improve road safety.
