
Investigation Division 9 and Nong Khaeng Phlu police arrested two Chinese men involved in a call center scam claiming to be a mobile network. They defrauded victims with claims of involvement in money laundering and gambling, causing losses exceeding 1.5 million baht. The suspects operated behind the cover of a Chinese restaurant in the Huai Khwang area.
On 17 Mar 2026 GMT+7, Pol. Maj. Gen. Samart Phromchat, Commander of Division 9, Pol. Col. Teerachai Dedkard, Deputy Commander, and Pol. Col. Thitipong Siya, Chief of Investigation Division 9, ordered Pol. Lt. Prateep Kawin, Deputy Chief of Investigation, along with officers Pol. Lt. Somsak Saweangphon, Pol. Lt. Chayakorn Khamingdechot, and Pol. Lt. Panthach Somboonrat from Nong Khaeng Phlu police, to arrest Mr. Hu Guan Hai, 34, and Mr. Kuan Naoli, 24, both Chinese nationals. They were charged with defrauding the public and knowingly inputting false or distorted computer data likely to cause damage to the public. The arrests took place at a luxury condominium in Huai Khwang, Bangkok, on 15 Mar.
The case began on 7 Mar 2026 GMT+7 when a victim received a phone call from criminals posing as employees of a mobile network provider. They falsely claimed the victim’s phone number was linked to a gambling website and involved in money laundering and drug cases. They further alleged that complaints had been filed at Kamphaeng Phet Provincial Police Station. The victim was deceived into transferring money to designated accounts and withdrawing cash to hand over to the criminals, who collected it in the Nong Khaeng Phlu police area. The total loss amounted to 1,550,000 baht.
Investigations using CCTV footage showed the criminals picking up cash, traveling by taxi and motorcycle taxi, switching vehicles four times. They delivered the money at a Chinese restaurant in Huai Khwang, which was discovered to be a front used for meetings. The suspects were identified as a group of Chinese nationals. Further investigation tracked their residence to a luxury condominium in Huai Khwang.
On 14 Mar, the investigation team obtained court warrants to search and arrest the two suspects and to search the luxury condominium.
During interrogation, both suspects admitted to collecting money from men who received cash from victims, as shown in CCTV footage. Police handed them over to Nong Khaeng Phlu police for legal proceedings and are continuing to investigate and pursue the rest of the criminal network for prosecution.
