The subcommittee considered case circumstances, probation period, credibility of sponsors, societal safety impact, and rehabilitation progress within prison. Special discretionary reasons included age over 70 years, remaining sentence not exceeding one year, demonstrated rehabilitation and attitude improvement, and a low risk of reoffending per risk assessment. Thaksin qualifies for regular suspension on 11 May 2026 and can be released under probation from that date forward. He must comply with all probation conditions until fully discharged.
