
Chiang Mai - The Chiang Mai governor revealed that he has ordered a thorough investigation into the case of a "Chinese man" whose name appeared in the Chiang Dao household registry. He stated that if any illegal actions are found, legal proceedings will be taken against all involved without exception. At the same time, he emphasized that all districts are monitoring for unusual movements, requests for nationality, and issuance of various identity cards. Meanwhile, the Police Region 5 Commander pointed out there have been multiple unusual transfers in and out of household registries.
The update on the investigation into the registration records of Mr. Ming Chen Sun, 31, a Chinese national suspected in a case involving illegal possession of firearms, ammunition, and explosives, also revealed that he holds a Thai nationality identification card for stateless persons (Pink Card). There have been irregular registration activities, especially the discovery of multiple household registry transfers for a residence in Chiang Dao district, Chiang Mai province. He applied for a new card for the second time on 12 Oct 2022 and moved out on 9 Nov 2023.
Regarding this matter, on 11 May 2026, Mr. Ratthaphon Naradisorn, Governor of Chiang Mai, stated that upon learning of the case, he immediately ordered the Chiang Mai Provincial Administration Office to urgently verify the facts. This includes interviewing the head of the household to understand the reasons and relationship with the Chinese man that led to his name being entered in the household registry. If no satisfactory explanation is provided or wrongdoing is found, legal action must be pursued.
Initially, it was found that only one person’s name had been added to this household registry. Additionally, officials, government officers, and other possible involved parties will be investigated. If violations are identified, they will be prosecuted and punished accordingly.
At the same time, the Chiang Mai governor said that beyond this case, he has ordered an expanded investigation to determine whether similar activities have occurred. He also instructed all districts, especially border areas, to closely monitor and report regularly on registrations, identity card applications, and nationality requests. Any suspicious activity will be promptly investigated and addressed. Previously, seven cases of illegal Thai nationality claims in Wiang Haeng and Chiang Dao districts, involving officials, have already been prosecuted.
Meanwhile, Police Region 5 Commander Lieutenant General Kritthaphon Yisakorn disclosed that police records show the Chinese man married a Thai woman in Bangkok and obtained a Pink Card initially. Later, he transferred his household registration to Chiang Dao district, Chiang Mai, before moving out again. He also moved his registration multiple times in the Northeastern region. These frequent household registry transfers are unusual and suggest possible malicious intent. Specifically, his registration in Chiang Dao may have been an attempt to fraudulently claim rights as a highland resident, but failing that, he moved out. Authorities will conduct a detailed verification to clarify the facts.
