Police have filed three serious charges against the gunman "military registrar" in Kalasin Province and are preparing to send him to the military court in Khon Kaen Province for legal proceedings.
The case involves Lieutenant Tinakorn Vechkama, 59, an operations soldier at the Kalasin City Military Registrar Office, who shot Colonel Korawikanon Wongsornnao, 59, the military registrar of Kalasin Province, dead inside his office in the provincial hall at 09:20 on 17 June 2026, causing panic among officials and citizens conducting business before surrendering. The initial motive is believed to be dissatisfaction over an investigation committee being appointed and a transfer order to another district, as previously reported.
At 13:00, Kalasin City Police fingerprinted and took Lieutenant Tinakorn to reenact the crime scene at the military registrar's office on the 4th floor of the Kalasin provincial hall, following his confession, before bringing him in for questioning at the police station. When reporters asked if he wanted to apologize to the deceased, Lieutenant Tinakorn did not respond but admitted to the act and said he is ready to accept the consequences.
Police Colonel Chalit Srihanu, Superintendent of Kalasin City Police Station, said that upon receiving the report, officers informed their superiors. Governor Suwan Hemthanaphet and Police Major General Songpol Birballaprasit, Commander of Kalasin Provincial Police, monitored the situation and commanded strategic operations to evacuate people floor by floor to safe areas until the suspect surrendered and the situation was resolved.
Police Colonel Chalit added that Lieutenant Tinakorn was taken in for questioning, where he confessed to the crime, citing dissatisfaction with being transferred from Mueang District to Kamalasai District as the motive.
Initially, the investigators charged him with premeditated murder, carrying a firearm in public places without justification, and discharging a firearm in a public area. The next step is to send the suspect for custody at the military court in Khon Kaen Province to proceed with legal action.
Sergeant Plakorn Yasang, a military registrar assistant in Kalasin who witnessed the event, said that before the incident, everyone was working normally. Colonel Korawikanon called Lieutenant Tinakorn to discuss the formation of an investigation committee related to work matters, but he did not know the details. The committee members had not all arrived yet. During their conversation, which lasted less than a minute, he was sitting with his back turned about 2-3 meters away.
Suddenly, several gunshots rang out, causing everyone in the room to panic and run out. He fell near a table but got up and told the suspect, "Enough, brother. How will your family live if you do this?" Lieutenant Tinakorn then stopped shooting and waited to surrender to the authorities.
Additional reports state that the incident's cause was that Colonel Korawikanon was preparing to form an investigation committee into Lieutenant Tinakorn's conduct during military conscription in April. In Mueang Kalasin District, 32 people did not report for conscription, but only 7 were reported. The provincial military registrar thus appointed an investigation committee and ordered Lieutenant Tinakorn's transfer from Mueang Kalasin District to assist in Kamalasai District, which caused his dissatisfaction and led to the shooting.
