Urgent: Court Sentences Teacher Precha and Je Ba Bin to 6 Months Imprisonment Without Suspension for False Reporting in 30-Million Baht Lottery Case

Urgent: The criminal court sentenced Teacher Precha and Je Ba Bin to six months imprisonment without suspension for making false reports causing others to be penalized in the chaotic 30-million-baht lottery case involving lottery fraud.

At 09:00 on 6 July 2026 GMT+7, in courtroom 906 at the Criminal Court on Ratchadaphisek Road, the court announced the verdict in the black case file No. 3448/67 regarding Teacher Precha's lottery dispute. The criminal prosecutor from the sixth criminal division filed charges against Mr. Precha Kairakwan, known as Teacher Precha, and Mrs. Rattanaporn Suphatip, known as Je Ba Bin, two defendants accused of jointly making false statements and giving false testimony causing damage to others.

The prosecution summarized the charges stating that between the night of 2 November 2017 and the daytime of 28 November 2017, the two defendants jointly made false statements to Police Lieutenant Jirayut Chatcharinkul, an investigator at Kanchanaburi City Police Station. Defendant one claimed that on 31 October 2017 at about 16:00, he bought five government lottery tickets for the 1 November 2017 draw, tickets 41, sets 11, 15, 07, 14, and 04, from defendant two, a lottery seller at Red City Market. On 2 November 2017, defendant two told defendant one that the tickets numbered 533726 won the first prize for five tickets. Defendant one then tried to find the tickets but could not locate them, so he filed a police report as evidence to proceed with related matters, with defendant two signing as a witness.

Later, on 20 October 2017, defendant two received a call from defendant one requesting to find lottery tickets ending in number 726 before the 1 November 2017 draw. On 31 October 2017, defendant one collected the ordered tickets. After the 1 November 2017 lottery results were announced, the first prize was number 533726, which defendant two confirmed had been sold to defendant one. Defendant one could not find the tickets and filed a complaint to recover the missing property. Defendant two testified as a witness. Defendant one claimed ownership of the lottery tickets for the 1 November 2017 draw, sets 04, 07, 14, 15, and 22, totaling five tickets, purchased from defendant three. The tickets had been cashed in at the Government Lottery Office by Police Lieutenant Colonel Jaroon Wimoon, the victim. Defendant one attempted to negotiate with the victim but failed, leading to filing charges against Police Lieutenant Colonel Jaroon for theft until the case concluded.

In fact, on 31 October 2017, defendant one did not purchase the five tickets numbered 533762 for the 1 November 2017 draw from defendant two as claimed.
Therefore, defendant one was neither the possessor nor the rightful owner of the said lottery tickets. The two defendants jointly made false statements to the Kanchanaburi City Police investigator and victim Police Lieutenant Colonel Jaroon Wimoon, causing him harm. They reported false criminal accusations to maliciously cause the victim to face theft charges and caused false entries in official documents intended for use as prosecution evidence. The prosecution requested the court to punish both defendants accordingly.

The defendants pleaded not guilty and were granted bail.

Teacher Precha and Je Ba Bin appeared in court as scheduled. Teacher Precha greeted the media gathered outside the criminal court with a bright expression. Further updates on the verdict will be reported.
