The Office of the Narcotics Control Board (ONCB) is expanding investigations into an international drug trafficking network linked to the Air Meena case. Authorities plan to issue arrest warrants next week for two major figures in a neighboring country, including a money transfer agent and a key heroin owner. ONCB warns couriers that claiming ignorance if drugs are later found will not be accepted.
At 1:00 p.m. on 7 July 2026, at Koh Samui Hospital, Surat Thani Province, Pol. Lt. Col. Suriya Singhakamon, Secretary-General of the ONCB, spoke about expanding investigations into an international heroin smuggling network possibly linked to the case of Ms. Meena, a flight attendant for Thai Airways, who was arrested by Australian authorities. Officials have identified individuals involved along the route from the neighboring country’s origin, through couriers in Thailand, to the destination abroad. This investigation connects two major cases: heroin seizures at four locations in Bangkok destined for Australia and Taiwan, and the direct case involving Ms. Meena.
It has been clearly established that these two cases are connected, especially involving heroin originating from Laos and destined for Australia, forming a network using the same group of people for transportation. The DSI has taken this as a special case. On 10 July, Deputy Director-General Wisanu Chimtrakool will lead investigators in a joint meeting with ONCB to discuss strategy. It is expected that within a week, arrest warrants will be issued for two key suspects in the neighboring country, including a money transfer agent and a local drug owner. It is unclear if they are the same individual behind the Facebook account “Rose Rose,” as there are limitations regarding the avatar account. Authorities are verifying all information but have not confirmed any identity at this time. They are pursuing all leads.
Regarding progress with Australian authorities, information is being exchanged. Evidence clearly shows that the Thai suspects and a Lao couple arrested in Loei Province, as well as Mr. Uthai, who delivered packages to Ms. Meena at a condominium in Bangna, belong to the same network that hired Ms. Meena to transport heroin. There is also intent to hire other flight attendants to smuggle heroin to Australia. Although the methods of bringing drugs into Thailand from neighboring countries differ, the couriers, handlers, and recipients are clearly the same group.
Additionally, the operation employs both airline crew members and ordinary citizens who are hired as drug couriers as a regular occupation.
A warning is issued to students and frequent travelers that drug trafficking networks do not discriminate based on occupation. Those seeking income by carrying luggage or selling baggage weight risk being exploited. Ignorance will not be accepted as a defense. If anything suspicious is found among entrusted items, it is advised to immediately report it to the police to prove innocence. If drugs are detected later, claiming ignorance will not exempt one from responsibility.
