Crackdown on Din Daeng Flats Nets Government Officials, Brokers, and Landlords in Fake Pink Card Scheme

On 18 Aug 2026 GMT+7, Worasit Liangprasit, Deputy Minister of Interior (M.T.4), alongside Police General Samran Nualma, Deputy Commissioner of Police, Police Lieutenant General Siam Boonsom, Commissioner of Metropolitan Police, Police Lieutenant General Nophasin Poolsawat, Police Chief of the Office of the Commissioner, Police Major General Chotiwat Luangwilai, Commander of the Investigation Division, Metropolitan Police, Police Major General Worasak Phisitbananakorn, Commander of Police Division 1, and related agencies with over 100 officers sealed off and searched seven targets. This launched the "Central City Sweep" operation to crack down on corruption involving illegal registration of foreign individuals into household registries at Din Daeng flats. Seven arrest warrants were issued: three government officials, three brokers and landlords, and one handwriting witness.




Between April and June 2026, the DOPA N.I.C.E. team investigated Din Daeng District Office and found abnormalities in mass transfers of individuals into household registries concentrated in just a few locations. They expanded the inquiry to all 5,726 flats in Din Daeng, discovering at least 1,366 foreign children aged 5-15 registered irregularly. They also identified 44 suspect units where 16 or more foreign children had been registered. Initial checks in three such units found a total of 140 foreign children.

Police investigation uncovered evidence linking government officials and broker networks involved in approving large numbers of foreign children’s registrations in a short time frame. Despite system alerts warning that more than 16 residents were registered per household, forged documents and pre-signed paperwork with falsified landlords’ signatures were used to support applications for identity cards for stateless persons.




Investigators gathered evidence and obtained arrest warrants from the Central Criminal Court for Corruption and Misconduct for seven suspects: three government officials named Mr. Pita, Mr. Suk, and Ms. Nee; three landlords and brokers: Ms. Na (landlord), Ms. See (middleman), and Ms. Ya (broker); and one handwriting witness Ms. Pae. All seven were arrested and face prosecution, with authorities working to identify further accomplices.

Foreign individuals registered through this scheme receive the "Pink Card No. 7," which allows them to live and conduct transactions in Thailand under legal rights such as access to basic education, healthcare, and financial services like bank accounts. This links to mule accounts, scammers, and transnational criminal networks.




This operation follows the policy of Prime Minister and Interior Minister Anutin Charnvirakul to rigorously combat registry corruption due to its impact on national security and its ties to various crimes.




The Royal Thai Police urge landlords or anyone involved in suspicious household registration transfers in Din Daeng flats to promptly report to Din Daeng Police Station to provide information. Cooperation will be considered in legal proceedings, but those withholding information and found complicit will face strict prosecution.
Members of the public who detect signs of registry fraud, bribery for registration processes, or suspicious identity documents are encouraged to notify local police stations or contact the national police hotline at 1599, available 24 hours.
