The incident sparked social media criticism over its appropriateness.
Later, Pol. Maj. Gen. Worasak Phisitbanarakorn, Commander of Metropolitan Police Division 1, and Pol. Col. Uramphorn Khundechsamrit, Superintendent of Makkasan Police Station, ordered an investigation using CCTV footage. They tracked down the jet ski rider and the videographer for questioning, identifying them as Mr. Sorn, 28, with the jet ski, and Mr. Praw, the content filmer.
Both admitted to being the individuals in the video. They claimed ignorance and said they wanted to bring smiles to people suffering from the floods. They also said they were foreign-educated and unaware of Thai cultural norms.
Initially, police charged them with causing public nuisance and obstructing traffic without permission. Mr. Praw was charged as an accomplice for supporting the act.
