Investigation Accelerated into Bum Foundations Fundraising, Donations Reach 1 Billion Baht Police Chief Assures Case Clarity by Next Monday

Pol. Lt. Gen. "Big Tor," Commander of the Central Investigation Bureau (CIB), disclosed ordering the Economic Crime Division to speed up the investigation into the donation funds of the Good Deeds Foundation, chaired by "Bum - Panadda Wongpudi," after information revealed donations reached 1 billion baht. He also confirmed a review is underway to determine if funds were used improperly and assured the case would be clear by next Monday, with all linked parties facing prosecution.

At 10:30 a.m. on 2 Nov 2026 at the press room on the 10th floor of the Central Investigation Bureau headquarters, Pol. Lt. Gen. Natthasak Chaowanasai, CIB commander, updated progress following a complaint filed by Ms. Boonyanuch Saengsri or “Oysri,” owner of the Facebook fan page “Oysri and Friends,” against the Good Deeds Foundation, chaired by Ms. Panadda Wongpudi or “Bum Panadda,” on 30 Nov. The complaint cited three charges: public fraud and violations of the Computer Crime Act.

Pol. Lt. Gen. Natthasak stated that after Oysri filed the complaint and provided information to Economic Crime Division investigators, he ordered the investigative team to conduct further checks on multiple issues. A meeting with the working group will be held this afternoon to review related data and evidence. He confirmed the case would be clarified by Monday, 9 Nov 2026.

He added that the investigation must determine whether the donated funds were used contrary to their intended purpose. This includes reviewing the foundation’s financial management rules, especially the president's authority to approve expenditures, including limits on approval amounts and whether expenditures beyond those limits required board approval. It must also be verified if these matters were properly presented and approved by the foundation’s board.

Regarding this matter, it pertains to compliance with the foundation’s regulations, which are overseen by the Ministry of Interior. Therefore, it must be verified that the foundation’s operations adhere to legal requirements.

The CIB chief further stated that if any assets were moved, transferred, altered, or handed over to others, this behavior will be examined for potential money laundering offenses. This is still under investigation and must be based strictly on facts and evidence.

Concerning the foundation’s financial turnover and total donations, Pol. Lt. Gen. Natthasak said preliminary data show the foundation has operated activities since about 2019, both personally and related to the foundation. The foundation was officially registered around 2024, so financial records from those periods will be thoroughly reviewed.

Regarding donations received, media reports indicate a substantial amount, with contributions from celebrities, actors, and the public. Initial figures suggest donations nearly reached 1 billion baht.

Asked about Oysri donating 1,000 baht but reports mentioning much larger alleged damages, Pol. Lt. Gen. Natthasak explained that if fraud against the public is proven, anyone who was deceived and donated—whether 5 baht, 10 baht, 1,000 baht, or millions—would be considered a victim. The amount is not the key issue; all must be proven by evidence.

Regarding rumors that only one individual might be held responsible, Pol. Lt. Gen. Natthasak said that if evidence connects any person, charges will be brought against all involved, regardless of their number or identity.

Asked if summonses or arrest warrants for those involved will be issued this or next week, he said decisions depend on evidence, number of offenses, extent of damages, and other relevant factors.

He added that investigators are currently gathering evidence based on Oysri's complaint. He urged anyone with useful information to come forward and provide details to investigators through the media.

Pol. Lt. Gen. Natthasak emphasized that the investigation must be fair to the complainant, the Good Deeds Foundation, and Bum Panadda. Every step will be based on evidence. He assured the public that the Central Investigation Bureau will thoroughly examine all aspects, including personal finances, received donations, and foundation management, to identify any improper or unlawful actions.
